[sldev] adult_compliant flag (SVC-4644)

Hi folks,

If you have a viewer, and want to make sure adult regions show up as
"adult", make sure you implement the new "adult_compliant" flag documented
here:
http://wiki.secondlife.com/wiki/Current_login_protocols
There are other much hackier ways to make this work, but as of today, this
is the most reliable way to do it.
