[sldev] SNOW-238 : Add SOCKS 5 proxy support

Hi,

At the last Hippo meeting someone asked if anything happened there and,
indeed, it has: there's now a patch, an assigned committer (Robin) and
questions on the pref UI:

Folks interested to contribute to the solution should read the PJIRA and
chime in.
