That kind of reasoning might be relevant for mainland, but I'd
have nothing of it for private sims. It should be the region owner
who decides how to devide the resources.

I guess that the limits will be activated at least a year before
necessary tools for sim owners though...

I hope that there will be some way to turn as much of the effect of
limits off, by the Estate Managers, if they want to do so. Even with
"tricks" (but I guess even with that LL won't be willing to help).

It seems that there will be some kind of bonus system, so hopefully
I can use that to give every parcel the right to use all available
memory... then we'll only loose the memory of the 20 avatars with
maximum attachment scripts that are never ever ever ever ever there.
