[sldev] Script/Parcel/Memory Limits - Memory Limit Configuration

Keep in mind that script memory is per server, not per region, so it's not
up to a region owner to decide what the safe limit is for the region: they
shouldn't be able to overallocate and hose the regions that share the
server.  However, if LL wants to give Region owners the ability to adjust
the policy without going over the region's allotment, fine.
