Do me a favor and drop what you're thinking in a JIRA so people can
debate it specifically? IMHO, this makes the most sense of any of the
schemes so far.

We don't want a situation on mainland where scripts' ability to run
depends on what the neighbor is up to. But if EMs want to take on
extra resource management, give them a knob.

It would be good if any proposal included things like having the
resulting error dialog point resis at the EM for support when they
over-commit in a region with a multiplier set. This would reduce the
support impact if some people find they can't run even one script.
