Thanks for responding. We really need a central place for information
and discussion on this. There's various office hours transcripts,
blogposts here and there, and participation on at least two mailing
lists.
How about a wiki page as a central repository for what is planned? Or
is there one already and I just don't know about it?

Your explanation sounds like it's good enough for me. I don't need
exactly any solution I've proposed, because I don't really have a
solution. I just need to know there's a way we're going to be able to
address this new constraint without rebuilding our sim charter and
policies from zero.
