[sldev] Script/Parcel/Memory Limits - Memory Limit Configuration

I know disk I/O is the bottleneck, that is why i'm proposing scripts run
from disk having less priority and only continuing to run on spare
cycles, including taking in consideration the time cost on the system
for the planned isk I/O, using a seprated hard drive etc
