Not sure why you need any server-side change, here.

As long as the recipient object in-world is listening for a message on 
the right channel and from the right sender, I can't see why you can't 
generate that in the viewer client, send it to your in-world script and 
it would work. If you needed to set up the listen, send a touch 
first...? That is, after all, how dialogs work anyhow.

Maybe I'm oversimplifying, but I'm not sure I see the issue.
