[sldev] link Error : unable to open user32.lib

hello Folks,                 i m a first time builder for the version 1.23 .
After typing the command "python develop.py -G VC80" in the command line i m
getting the linker error , like this

LINK : fatal error LNK1104: cannot open file 'user32.lib'

i have the following tools installed on my PC :
Visual Studio c++ 2005
cmake 2.6.2
python 2.6
DirectX SDK aug2008
Fmod
Quicktime

after i get this link error , the code deletes the build directory ....
can some one please help me to solve the problem.....
