[sldev] Define for wiki: Boost hell...?

The topic of problems with Boost comes up a lot on this mailing list.
The SL wiki is extremely vague on the topic, saying only it is an
external library used for tokenization, but that is all. A search of
the wiki for "tokenization" turns up nothing.

In general I get the idea that this has something to do with:

1. The free Visual Studio Express is missing something from the
commercial product
2. The free C++ Boost libraries are being used to replace whatever it
is that is missing
3. ....??... Boost is apparently not a perfect matched replacement for
the missing bits
4 .....??... Whatever the inbuilt adaptation is for Boost support,
it's not very good

Or something like that. Can someone explain so it can go in the wiki?
