Hi Dale,
I'm assuming you're referring to this page:

The problem is that it's not possible to provide precompiled Boost
libraries that work for both VS 2005 and VS 2008. Since Linden Lab has
standardized on VS 2005, that's what we provide. Unfortunately,
Microsoft has stopped supporting VS 2005 Express, only offering VS 2008
Express, so there is a strong desire to have VS 2008-compatible
libraries from a number of people who want to use the free libraries.
