[sldev] Unfamiliar Snowglobe build error

It's there, but that does give me an idea of what the problem may be. I 
don't recall ever seeing any info on errors about settings_files.xml 
being missing, so I've fixed it in other versions by copying in the file 
from a successful build. But this time, the copied file was not from the 
same version of the viewer, so that may be the problem.
