[sldev] Concept of "loaded avatar" was changed?

Will the process of setting appearance, baking, uploading, then setting
appearance again, still be the norm?  Expecting an avatar to appear as a
cloud until all of that uploading is done, seems like it could look bad if
it takes a while.
