[sldev] Concept of "loaded avatar" was changed?

Is this change going to fix the fact that when I'm TP-ing
around with a friend, every time we TP both to a new location
we have to wait (again) before we even see eachother,
and after that have to wait a while until the skins are
non-gray again?

I mentioned this before; one would expect that if you TP
somewhere else, that other avatars that you only saw
seconds ago are instantly visible.
