CrazyTalk from Reallusion  for Skype does head and gesture tracking using a
standard webcam if I remember correctly.  It uses this data to replace your
head with a toon's head in the skype video stream.

I recall that it does a pretty fair job of it and it is so simple to set up
that I can't remember the setup stage when I was testing it out a year or
two ago.  I think it is up to version 4 or 5 now.  I am pretty certain (99%)
that they use an in house library, but given it is (or at least used to be)
shipped free with skype their must be a deal that can be done.  I know they
have a patent pending on some trick of mapping the 2D web cam image to a
3Dmesh 

I think it has Xplatform versions in the developmet kit, but not in the
product release which I think uses DirectX - but I am not certain about
that.  I do remember reading something on their website about the Xplatform
support - but that might just be that it was planned.

So anyway, my point is that something of what the Phillip wants can clearly
be done with a standard webcam, but whether it is the full bottle of gesture
recognition is another matter.

I am a bit scratchy on the details because I only played with it for about 2
hours a year or two ago.
