[sldev] Snowglobe 1.2 RC 4

Hi,

I updated the "*Snowglobe 1.2 Release Candidate*" section of
https://wiki.secondlife.com/wiki/Download_Snowglobe to point to RC4. I also
cleaned up and updated the Release Notes:
