SOCKS5 is against the TPV Policy term

SOCKS5 is usually used by griefers to mask the IP address.

And yes, the developers are responsible for what the users do with it. 
It's also in the TPV Policy
7a.You are responsible for all uses you make of Third-Party Viewers, and 
if you are a Developer, you are also responsible for all Third-Party 
Viewers that you develop or distribute
