Parcel owner should be able to override, because otherwise you really
can't use push in builds. See the transport tubes in "The Future" for
why that's worthwhile.
I absolutely agree it needs to default to "No Push". But do something
about kinetic momentum transfer and non-kinetic effects first. :)
