If we stay with content of a absolute nature, that is workable. Is this 
step needed immediately?

The dynamics enabled by such layer is more of a known side-effect than 
the intended goal. As you have seen on this thread, there is a need for 
much greater scalability in the UI than just internationalization. For 
example, we want a view that stretches across multiple monitors where 
you the human eye can still read the words. We also want to allow 
multiple UI skins, and each UI skin may have its own unique 
internationalization technique, and this is where gettext() breaks. 
There is also the preference to have no UI in the main view where all 
pop-ups or other windows show up totally separate in another monitor or 
even more ubiquitously on tablets and other mobile devices. Further, one 
viewer may mean one main viewer for multiple avatars on the same screen 
of real life people in the same room, yet each appearent dialog/UI for 
each avatar may have different international contexts. The goal is more 
into the extremes of virtual reality, but down to earth it can be easily 
described as an technological-edge on international conferences.

What if we even enable speech to text, then text to international text, 
then international text to an avatar's locale, than that avatar's local 
text to (foreign) speech... what have we done?

Now don't tell me virtual reality will automate translators out of their 
jobs. =p
