[sldev] [VWR] Are characters culled during rendering?

If I go to the Client menu and disable all rendering other than 
Character, the frame rate seems to depend on the number of avatars on 
the sim, not the number of avatars in view.  Does anyone familiar with 
the render pipeline know whether character meshes are culled based on 
visibility?  And if so, is it based on the final polygons or on the 
bounding boxes for the characters?
