Visibility into parcels is a problem solvable at the local sim level. 
It is expected that the sim you are on, or the sim the content is on, is
able to answer the question for visibility in this case.

The estate map visibility scaling issue centered around the
impossibility of generating a custom map for each and every resident. 
The old method would for example not show on the map islands that you
specifically were banned from or simply not on the access list.  This is
a global question that involves some central resource tracking and
calculations to determine the list of estates / islands that you can
see.  As the list of estates grew and the number of people asking this
particular question at any given time grew it simply became too
difficult to answer.

This is not meant as an endorsement or otherwise for any of these ideas,
merely as an insight into what constitutes a scaling issue.  Questions
that can be answered from a single source (a specific sim) are not
scaling issues.  After the map change the question of 'can I TP there'
is answered by the sim that knows (the destination) instead of by
whether or not you can see the sim etc.
