[sldev] Starting with the Viewer

Starting from:

http://wiki.secondlife.com/wiki/Source_downloads#ver_RC-1.18.5.1

For the last two days I get errors trying to get the Windows Libs.  I
can get everything else. Is this normal? Should I be starting with a
different version?

P.S.  Here is what I can't seem to access:
