That change was made so you could see property lines under water.
Hooking up the "see through" parcel borders to "show hidden selections"
might be worthwhile.

It did for a time, but not any more. The concensus was that the ability
to have glowing HUD attachments didn't make up for artifacts caused by
glow in the 3D scene coming through solid HUD objects, and there was no
acceptable way to fix the latter and keep the former due to
architectural constraints.
