That's what I suspected.
I thought you were able to see property lines under water before
Windlight. What changed?
There's other things that you can't see under Windlight water, too,
and they can't all be moved into the UI layer.

That wouldn't make any real difference, I don't think. If they're not
on all the time, then you can't tell when you're about to walk over a
region boundary. It's been mighty disturbing for me since I had to
turn parcel borders off, when I'm near a region boundary.

Bother. That means my "spectacles" HUD is broken. When did that happen?

Having glow coming through solid objects outside the HUD is a problem
too.
