No one is proposing that all content be forced to choose a creative
commons or freely distributable license.

I fully expect that under a license attaching system, many people would
just choose "All Rights Reserved".

Regarding mechanical enforcement, this is absolutely impossible.  No
computer can judge the nuances of copyright law, many of which are not
even addressed in common or statutory law yet.  Only humans have the
power to judge what is and what isn't an infringing use, not a computer.
