There are a large number of reasons to be part of a group that you are not
interested in chatting with. The group tag comes with a large number of
permissions and authorities, of which group chat may not be an integral
part. The Mentor's list has recently had (another) fairly extended argument
about when the group chat should and should not be used, with the intent of
having group chat used as little as appropriate (and not bugging the several
hundred people that might be listening at the time)
