Just picked this one off the blog comments for the latest RC

The blog has:

VWR-2574: Non-default sound devices for voice can’t be used in Vista 
This appears to be a Vista issue not a Second Life issue.

In the comments, someone claims that the real cause of the problem is that Vista (and also WinXP 64bit) allow device names longer than 31 characters. The SL Viewer however truncates any device name down to 31 characters (thus windows doesn't recognise the device name passed and drops down to using the default).

I've tracked back into Jira but VWR-2574 was closed as a duplicate, whilst the duplicate it is linked to was closed as "Won't fix" with no explanation (last triage 20 Dec - but I can't find the relevant triage minutes).

This may need another look if it really is just a mismatch between device name lengths between vista and SL.
