[sldev] Texture caching/bandwidth/performance how to proceed

I've done some more testing, and I don't like what I see. I set my 
texture cache to 50GB (using the xml hack posted earlier). I went home, 
moved around and fetched all of the textures around my home - got up to 
about 39MB. TPed to a shopping sim, wandered around letting lots of 
stuff fetch, and saw it increase to about 300MB. Good, good. TPed home, 
let everything rez... checked my cache... and it's back down to 50MB. 
Stuff is getting discarded from the disk cache even when it's nowhere 
near full. Is this intended? If so, why?
