[sldev] A patch to allow creation of megaprims from within the viewer

You're absolutely right, my patch is a hack.

My biggest question is: is it a hack because it's taking advantage of a bug,
or because it is taking advantage of an incomplete feature?

If it's a bug, then at least there's a hacky way for people to create custom
megaprims.

If it's an incomplete feature (and I hope that this is the case) then this
kind of hack will only be necessary until the LL sim fully supports
megaprims.

I seem to recall some discussion during the Havok4 beta days about having
full support for megaprims (in essence removing or raising the artificial
10m limit) once there were some better land management tools in place to
allow people to more easily deal with the griefer scenarios caused by
megaprims. I'd love to know more about the status of these efforts.
