Yes, I think Tao is completely right with this. Bugtrackers don't make
for decent discussion - it's not what they're designed for. Mailing
lists, on the other hand, are perfect for discussion.

Plus, of course, as someone else pointed out discussion of
requirements should be a precursor to actually creating something, not
come afterwards. Otherwise you end up with systems which work
perfectly for, say, 20 concurrent users but which fall over because
you haven't considered what would happen when you have 200 concurrent
users.
