[sldev] [WEB][IDEA] Blog comments need "Ignore this user" feature

I could add this with Gears + Greasemonkey. :-P

I would've already done this, but a convo with Gwyn on the topic of free 
speech changed my mind.

I'll consider doing it if there's sufficient demand :-)
